Where should I mount it?

At crab height in the warm end of the enclosure, not on the glass or mesh directly above a heat source, which reads hotter than the air the crabs actually experience.

Does this control the temperature?

No. It's a monitoring gauge only – pair it with a thermostat-controlled heat source rather than expecting the thermometer itself to regulate anything.
